One percent, with a ₹500 ceiling
For a tenancy of eleven months or less, Uttarakhand charges 1% of the total rent together with the deposit, or ₹500, whichever is lower. The second half of that sentence is the important one.
The ceiling starts to bite once rent plus deposit crosses roughly ₹50,000. On any real tenancy — even a modest one in Haldwani or Kotdwar — you are past that within a couple of months. So the percentage rarely governs, and Uttarakhand becomes one of the most predictable states in the country to budget for.
It is worth knowing the rule rather than just the number, though, because a genuinely small tenancy — a single room, a short seasonal let — can land under the cap and cost less than ₹500.
Longer leases use a multiplier, not a bigger percentage
This is the part that surprises people. Once you cross a year, Uttarakhand does not simply raise the rate. It applies a modest 2% to a multiple of the annual amount, and the multiple grows with the length of the lease. The structure is inherited from the Uttar Pradesh schedule the state carried over when it was formed in 2000.

On a ₹15,000 a month flat in Dehradun, an eleven-month agreement costs ₹500. A three-year lease is charged on three times the annual amount — ₹5,40,000 — at 2%, which is roughly ₹10,800, plus registration. That is why the eleven-month term is the default across the state, and why most Uttarakhand tenancies renew rather than run long.
Where the twelve-month line sits
Section 17 of the Registration Act, 1908 makes registration compulsory for a lease exceeding one year. Eleven months keeps you inside that line — and in Uttarakhand it also keeps you inside the ₹500 stamp duty cap, so the saving works twice.

Two very different rental markets in one state

Heavy seasonal and tourism-linked letting, homestays and short lets. Terms are shorter, occupancy is intermittent, and the purpose-of-use and sub-letting clauses matter far more than in a plains tenancy.
Say so when you order. A short seasonal letting is drafted differently from a twelve-month residential tenancy — the notice terms, the sub-letting position and the purpose-of-use clause all need to reflect what is actually happening, and a generic residential template will not do it.

Renewal and escalation
Since almost every tenancy renews at eleven months, fix the escalation percentage upfront rather than renegotiating each year.

Tenant verification

Five expensive mistakes
- Signing a three-year lease to "avoid the paperwork". It costs roughly twenty times more in duty. Renewing at eleven months is far cheaper.
- Grabbing a ₹20 or ₹50 stamp paper because it was on the counter. Those denominations exist for other instruments, not for a real tenancy.
- Using a residential template for a homestay or seasonal let. Different terms, different sub-letting position.
- Treating notarisation as registration. Two different things, and only one satisfies Section 17.
