The 7.5% figure you found is not your rate
Search for stamp duty in Madhya Pradesh and almost everything you find quotes 7.5% stamp duty plus 3% registration. Those are among the highest property rates in India, and people renting a flat understandably panic.
7.5% and 3% apply to a sale deed — a conveyance transferring ownership, calculated on the circle rate or transaction value. A rent agreement is a completely different instrument under a completely different article. On an eleven-month tenancy in MP you pay ₹500, whatever your rent is.
It is worth being clear about this because the confusion runs both ways. Some tenants overpay out of caution. Others assume the whole thing is trivial and execute a two-year lease on a ₹500 paper, which is a different and more serious problem.
Where the twelve-month line changes everything
Section 17(1)(d) of the Registration Act, 1908 makes registration compulsory for leases from year to year, or for any term exceeding one year. In Madhya Pradesh crossing that line does two things at once: it triggers registration, and it switches stamp duty from a flat fee to a percentage calculation.

This is the detail that catches people out on a longer MP lease. Once you pass eleven months, stamp duty is charged on the average annual rent together with the security amount — the deposit is added to the base, not ignored.

So a landlord in Indore asking for three months' deposit on a two-year lease is quietly increasing the stamp duty on that agreement. It is worth knowing before you negotiate the deposit, not after.
The Accommodation Control Act, 1961
Madhya Pradesh tenancies sit under the M.P. Accommodation Control Act, 1961 — one of the older tenancy statutes still in force anywhere in India. It uses the word "accommodation" rather than "premises", defining it as a building or part of a building used for human habitation, and it sets out the specific grounds on which a landlord may seek eviction.

Model Tenancy Act, 2021
A central model law only. Tenancy is a State subject and Madhya Pradesh has not replaced the 1961 Act with its own version, so the older statute continues to govern.

Most MP tenancies renew at eleven months. Fix the escalation percentage upfront rather than renegotiating each year.

Five expensive mistakes
- Applying the 7.5% sale-deed rate to a rent agreement. Completely different instrument. An eleven-month tenancy is ₹500.
- Executing a two-year lease on a ₹500 paper. Beyond eleven months the calculation changes and ₹500 will not cover it.
- Forgetting the deposit on a longer lease. MP adds the security amount to the base. Leaving it out under-stamps the document.
- Treating notarisation as registration. Two different things, and only one satisfies Section 17.
